<p><a style="float:right;" href="http://www.teambenya.com/.a/6a00e54ef03e8988330120a555c9b1970c-pi"><img class="at-xid-6a00e54ef03e8988330120a555c9b1970c alignright" style="border:0 none;margin:0 0 5px 5px;" title="Moneyfire" src="http://www.teambenya.com/.a/6a00e54ef03e8988330120a555c9b1970c-800wi" border="0" alt="Moneyfire" width="364" height="319" /></a>I get multiple calls each and every day regarding the program, and unfortunately not everybody found out about the program in time. I get at least one call per day from somebody who has just purchased a foreclosure in PG County and didn&#8217;t find out about the program until after settlement. Inevitably, the conversation goes something like this:</p>
<p><strong><span style="background-color:#ffff80;font-family:Trebuchet MS;">New Home Owner:    I didn&#8217;t find out about the program until after I closed on the house, can I still take advantage of the program?</p>
<p>Me:    Unfortunately, I don&#8217;t believe that&#8217;s possible.</p>
<p>New Home Owner:    Well, Why not?  I qualify for it!</p>
<p>Me:    Part of the qualification is that you use a participating lender for the transaction, and you also need a certificate of completion of the 8 hour HUD home ownership education class.</p>
<p>New Home Owner:    Well, I didn&#8217;t know about it, my lender didn&#8217;t tell me about the program!</p>
<p>Me:    Well, if your lender is not participating in the program, they don&#8217;t have any obligation to tell you about a competing lender&#8217;s possible options, so I would assume they would rather keep your business instead of giving it to a competing loan officer.</p>
<p>New Home Owner:    Shouldn&#8217;t my Realtor have known about this program?</p>
<p>Me:    That&#8217;s not a question I can answer.  All I can say is that I am telling all of my PG County clients about the program.  My best suggestion would be to call your Realtor directly and ask them.</span></strong></p>
<p>Unfortunately, I don&#8217;t know of any way to take advantage of the program if you&#8217;ve already purchased, but I know plenty of people who would like to!  This situation (unfortunately) teaches a very important lesson when it comes to real estate.  <strong>Not all agents are equal, and choosing the wrong agent is costing people up to $20,000 in PG County!!!</strong></p>

			<content:encoded><![CDATA[<p>As you may have heard, HUD&#8217;s Neighborhood Stabilization Program (<strong>NSP</strong>), has been implemented in Prince George&#8217;s County, Maryland, and the incentives for buying a foreclosure in PG County are STAGGERING!</p>

Through a government funded program (Thanks to the large economic stimulus package), PG County has been allocated <span style="font-family:Verdana,Geneva,Arial,Helvetica,sans-serif;"> </span><span style="font-family:Verdana,Arial,Helvetica,sans-serif;"><strong>$10,883,234</strong> for a program called the &#8220;Down Payment Closing Cost Assistance Program&#8221; (<strong>DPCCA</strong>).</span></p>
<p>If you&#8217;re looking to buy a foreclosure in PG County, you may qualify!  For a detailed list of qualification requirements, please click here:  <a href="http://www.teambenya.com/charles_county_real_estat/2009/07/down-payment-assistance-for-first-time-home-buyers-in-pg-county.html">Down Payment Assistance for First Time Home Buyers in PG County.</a> This is going to allow you to purchase your first home with between $1,000-2,000 down, and no closing costs or additional down payment required!  That means some people are actually going to be getting their first home for almost nothing down, AND they can qualify for the <a href="http://www.teambenya.com/charles_county_real_estat/2009/02/8000-reasons-to-buy-a-home-in-southern-maryland-this-year.html">$8,000 first time home buyer credit</a> as well!</p>
<p>Keep in mind that this program is not designed to get people loans with serious credit issues.  Your credit and debt-to-income (<strong>DTI</strong>) ratio&#8217;s need to allow you to qualify for a traditional mortgage.  This program has been designed for people with good credit, but limited savings.</p>
<p><strong><span style="font-size:15px;font-family:Verdana;">Will You Need to Pay Back the DPCCA?</span></strong></p>
<p>You may be required to pay back some or all of the DPCCA Money you receive, depending on how long you live in the home.  The money is treated like an interest free loan, that does not need to be paid back until you sell your home.  Here&#8217;s the rundown on how much you may owe at settlement:<br />

<p>The <strong>Neighborhood Stabilization Program (NSP)</strong> and the <strong>Down Payment Closing Cost Assistance Program (DPCCA)</strong> have released their guidelines and trained a select group of lenders to be able to provide this program to potential homeowners!</p>
<p style="font-size:16px;color:#0000bf;font-family:Trebuchet MS;"><strong>How Does It Work?</strong></p>
<p>Step 1:  Find out if you qualify!  Here&#8217;s the eligibility requirements:</p>
<ol>
<li><strong>Must be 18 years or older</strong></li>
<li><strong>Must be a first time home buyer, or must not have owned anywhere for the last 3 years</strong></li>
<li><strong>Home being purchased MUST be primary residence</strong></li>
<li><strong>Annual household income must not exceed program limits (less than $86,600 for 1 person, or $99,000 for two people, if you have children, the limit increases.  An income calculator for determining eligibility can be found at <a href="http://webapps1.hud.gov/hfc/calculator">http://webapps1.hud.gov/hfc/calculator</a> )</strong></li>
<li><strong>Must qualify for a loan from a participating lender (There are currently 37 approved lenders, give me a call for a complete list)</strong></li>
<li><strong>Must contribute a minimum amount of cash towards purchase (Between $1,000-$2,000)</strong></li>
<li><strong>Must have ratified contract of sale on a vacant foreclosed property (Need help finding that home?  That&#8217;s where a spiffy Realtor like myself comes into play!)</strong></li>
<li><strong>Buyer must also attend an 8 hour minimum housing counseling class provided by HUD and receive a certificate of completion. (Class is free, and there&#8217;s already a waiting list, so hop to it!)</strong></li>
</ol>
<p style="font-size:16px;color:#0000bf;font-family:Trebuchet MS;"><strong>What Does DPCCA Do?</strong></p>
<p><a style="float:right;" href="http://www.teambenya.com/.a/6a00e54ef03e898833011571d3883a970b-pi"><img class="at-xid-6a00e54ef03e898833011571d3883a970b alignright" style="border:0 none;margin:0 0 5px 5px;" title="6a00e54ef03e89883301156fa4d64e970c-800wi" src="http://www.teambenya.com/.a/6a00e54ef03e898833011571d3883a970b-800wi" border="0" alt="6a00e54ef03e89883301156fa4d64e970c-800wi" width="246" height="360" /></a> DPCCA will provide up to $20,000 in closing cost assistance on an interest free loan, with an interest rate of 0%, that is payable only when you go to move!  The longer you live in the property, the less you are  required to repay!  For example, if you live in the home for 3 years, you&#8217;re required to repay 100%.  If you live in the house for 4-6 years, the balance due is 50%.  For 6-9 years, the balance is 30%, and if you live in the home 10+ years, you&#8217;re not required to repay the DPCCA at all!</p>
<p>Essentially, this program is designed to allow low-income families to purchase foreclosed properties with minimal downpayment.  The will help reduce the foreclosure blight that has troubled PG County, and reduce the number of vacant homes sitting in the area.  This program can be used in combination with the $8,000 first time homebuyer tax credit, which means that it&#8217;s <strong>possible</strong> to buy a vacant foreclosure for as little as $1,000 down, all closing paid, with 3.5% downpayment paid by DPCCA, <strong>AND</strong> $8,000 in tax credit provided by the federal government!  The incentives to buy a foreclosure in PG County just keep growing!</p>

<p>Donovan&#8217;s statement came in an address to several thousand Realtors® gathered at <strong>The Real Estate Summit: Advancing the U.S. Economy</strong>, a special daylong session at the Realtors® Midyear Legislative Meetings &amp; Trade Expo in Washington D.C.</p>

<p>The volume of <a href="http://www.teambenya.com/charles_county_real_estat/foreclosures/index.html">foreclosures</a> in P.G. County is still roiling the local real estate market.  Inventory (Active Listings) continues to rise (over 8,000 homes available, there were less than 1,000 listings at the peak of the market), and home sales continue to slope downwards.</p>
<p>It&#8217;s interesting to note that there was a spike in average sales price, but this is likely due to larger homes returning to a realm of affordability, and not a general market improvement.  The average volume of sold properties continues to suffer, indicating further market challenges.</p>
<p>It&#8217;s impossible to say when the market will turn around for P.G. County, but it is without a doubt still a long road ahead.</p>

			<content:encoded><![CDATA[<p>Trying to buy one of the multiple foreclosures (REO, or Real Estate Owned) for sale in <a href="http://www.teambenya.com/charles_county_real_estat/2008/08/waldorf-md-fore.html">Waldorf</a>, MD or Charles County MD?  Most folks who are trying to buy a foreclosure are looking for a great deal, and while there are some deals to be had, it seems like there is just as much overpriced junk that needs to be reduced in order to sell.</p>
<p><a href="http://www.teambenya.com/photos/uncategorized/2008/08/20/samp3b607a8f4b6fe079.jpg"><img style="float:right;margin:0 0 5px 5px;" title="Samp3b607a8f4b6fe079" src="http://www.teambenya.com/charles_county_real_estat/images/2008/08/20/samp3b607a8f4b6fe079.jpg" border="0" alt="Samp3b607a8f4b6fe079" width="300" height="300" /></a> In comes the concept of the low-ball offer.  Low-balling is where you offer considerably less than the asking price on a home.  It&#8217;s easy enough to write (You always have the right to offer as much as you think is fair), but writing the offer and getting the offer accepted are two very different things!</p>
<p>So how do you convince the banks to accept less than they want for a foreclosure?  Well, there&#8217;s a couple of ways to increase your chances of getting that offer accepted.</p>
<p>With a buyers market, the more enticing the TERMS of the contract are, the better your chances of getting the deal to closing.  Think about what perks you have to offer in the contract.  Here&#8217;s an example of things that can make your<br />
offer more attractive:</p>
<ol>
<li><strong>Offer a quick closing-</strong> The less time the bank has to hold the property, the better off they are.</li>
<li><strong>Don&#8217;t request repairs-</strong> Banks are selling as is, and with a low-ball offer, structure it such that you are contingent upon an INSPECTION WITH WALK-AWAY rather than repairs</li>
<li><strong>Avoid contingencies-</strong> If you want the banks to consider a low-ball offer, there has to be a good reason.  Bogging down a contract with multiple contingencies is a good way to get the offer rejected.</li>
<li><strong>Offer cash- </strong> With a cash offer, there&#8217;s no risk of loans not being accepted, which can be very appealing to the bank.</li>
<li><strong>Look for homes with &#8220;market rot&#8221;- </strong> Homes that have been up on the market for more than 150 days are good targets because the bank has been holding them for longer than they would like.  They probably need to lower the price, and are more likely to take an offer.</li>
<li><strong>Write a letter-</strong> Sounds cheezy, but outlining why you&#8217;re offering this sort of price can help the bank make sense of the offer.  Every little bit helps, and I&#8217;ve seen things like this actually make a big difference.</li>

			<content:encoded><![CDATA[<p>It&#8217;s official: The Hope for Homeowners Act of 2008 has been signed by the president and now we shall see who this helps.  For struggling homeowners in <a href="http://www.teambenya.com/charles_county_real_estat/maryland/index.html">Maryland</a>, here&#8217;s a quick breakdown of the criteria to qualify:</p>
<p><span style="font-size:1.2em;"><strong><span style="color:#660000;">In order to apply for this program, you must:</span></strong></span></p>
<ul>
<li>Have a loan originated prior to 2008</li>
<li>Be paying paying more than 31% of your monthly income on your mortgage</li>
<li>The program qualifies for PRIMARY RESIDENCE ONLY</li>
<li>Have your income verified</li>
</ul>
<p>The program will not take effect until October, 2008, runs through September, 2011, and here&#8217;s the kicker (There&#8217;s always a catch, right?):</p>
<p><span style="color:#660000;"><strong><span style="font-size:1.2em;">Lenders can pick and choose which loans to refinance under the program!</span></strong></span></p>
<p><a href="http://www.teambenya.com/photos/uncategorized/2008/07/30/stand_out_house.jpg"><img style="float:right;width:165px;height:124px;margin:0 0 5px 5px;" title="Stand_out_house" src="http://www.teambenya.com/charles_county_real_estat/images/2008/07/30/stand_out_house.jpg" border="0" alt="Stand_out_house" /></a><br />
This means that if your lender isn&#8217;t in the mood to adjust your loan, you&#8217;re out of luck!  The catch is that the bank WILL be losing money on the deal, as the loan is essentially going to be giving owners 10% equity (Loans can only be up to 90% LTV), so I would imagine that even though 400,000 people are theoretically &#8220;eligible&#8221;, far fewer are going to be given a break as the lenders will be eating crow on the deal.</p>
<p><span style="color:#660000;"><strong><span style="font-size:1.2em;">This isn&#8217;t a free money deal for the homeowners, however:</span></strong></span></p>
<blockquote><p><em>If you sell during the next five years, you must agree to share 50<br />
percent of any profits from the resale with the government. What&#8217;s<br />
more, homeowners can only retain equity gains based on a sliding scale.<br />
</em></p>
<p><em>The homeowner would have zero equity from a sale in the first year,<br />
with the amount rising 10 percent in each succeeding year and capping<br />
at 50 percent from a sale in year five and thereafter.</em></p>
<p><em>The equity must be repaid because the maximum amount on the new loans will be capped at 90 percent of the current market value.</em></p></blockquote>
<p>This has a big impact on OUR area because of all the military families in the area that are struggling to make payments.  If you get re-assigned in a year, you lose all of your financial gain in the home!</p>

<p>&nbsp; &nbsp; Remember them?&nbsp; They&#8217;re the one&#8217;s accused of &quot;saving&quot; people from foreclosure, while stripping their equity out from under them, and leaving the victims in financial turmoil.&nbsp; </p>

<p>&nbsp; &nbsp; Well, now they&#8217;ve decided to press charges against 8 people, including Joy Jackson and Kurt Fordham, and (<em>provided that the accused can be located</em>), we may finally see some closure to this bizarre tale.&nbsp; It&#8217;s bad enough that we&#8217;ve dealt with scummy lenders <a href="http://www.teambenya.com/charles_county_real_estat/2007/11/avoiding-forecl.html">writing bad loans</a>, scummy get rich quick schemes <a href="http://www.teambenya.com/charles_county_real_estat/metro_dream_homes/index.html">promising to pay your mortgage</a>, and the <a href="http://www.teambenya.com/charles_county_real_estat/2007/12/understanding-t.html">real estate bubble bursting</a>, leaving us with a serious foreclosure problems, but seriously, this too?</p>
<p>&nbsp; &nbsp; It&#8217;s an embarrassment to legitimate professionals to see garbage like this happening in the region.&nbsp; I hate the fact that a few bad apples like this can really ruin the reputation of the industry as a whole.&nbsp; </p>
<p>&nbsp; &nbsp; <del>It&#8217;s great that they&#8217;ve pressed charges, but what I want to know is this:&nbsp; Where in the hell are they, and how do you plan to arrest them?&nbsp; This was in the news months ago that the feds were trying to build a case, and I&#8217;d be shocked to hear that they were still in the country at this point!</del> **</p>
<p><span style="font-size:.8em;">**Correction** Multiple arrests were made thursday morning in North Carolina, including both Ms. Jackson and Mr. Fordham, among others.</span></p>

			<content:encoded><![CDATA[<p>The Washington Post just posted an article titled: &quot;<a href="http://www.washingtonpost.com/wp-dyn/content/article/2008/02/21/AR2008022102790.html">Foreclosure Auctioneer&#8217;s Lonely Task</a>&quot;.&nbsp; It&#8217;s an interesting read, even if it&#8217;s a bit theatrical.&nbsp; There was a quote in there that I found particularly striking:</p>
<blockquote><p><em>&quot;Banks don&#8217;t want your house; they want your money. They want to work with you so you can keep your house. With the market like it is, lenders don&#8217;t want to foreclose on you.&quot;</em></p>

<p>&nbsp; &nbsp; If this were genuinely the case, why is there such an onslaught of REO homes nowadays?&nbsp; I think it&#8217;s a genuine sentiment, but the current mortgage problems like this are occurring anyways, and people, particularly those at risk of foreclosure, need to understand this!</p>
<p>&nbsp; &nbsp; I cannot stress enough how <strong>important</strong> constant communication with your lender is when you are facing a risk of foreclosure.&nbsp; Banks are becoming more and more flexible with homeowners (finally), but the reality is that if there&#8217;s <strong>ANY</strong> possibility of getting the note renegotiated, or getting the house sold before foreclosure, why <strong>WOULDN&#8217;T</strong> you try?</p>
<p>&nbsp; &nbsp; Banks ARE negotiating on a case by case basis, and it&#8217;s worth the attempt.&nbsp; As the Washington Post article noted, the banks are likely to take a loss once they&#8217;ve foreclosed, so why not negotiate <strong>NOW</strong> to help minimize their loss <strong>AND</strong> avoid the credit damage and humiliation involved with being forcibly evicted from your home through foreclosure?</p>
